The Former President's Progressive Warning Misses The Continent's True Danger: Technological Decline.

The recent US national security strategy offers a misguided assessment of Europe. The document asserts that open-border policies and so-called "progressive" agendas pose an existential risk to the continent's identity. However, this perspective is based on a serious misreading of the situation. The true danger confronting the EU is not cultural but economic and technological backwardness.

A Glaring Economic Gap Separating the US and Europe

The data reveal a stark picture. Between 2008 and 2023, US GDP surged by eighty-seven percent, compared to a paltry thirteen and a half percent growth for the European Union. During this period, European income per person fell from over three-quarters to just half of the US level. Strikingly, even the poorest US state now boasts a higher per capita income than major European economies like France and Italy.

Currently, roughly 50% of the world’s top fifty technology firms are American, while only four are from Europe.

The Technological Deficit: A Critical Question

The growing disparity stems from stronger productivity growth in the US, largely due to breakthroughs and better use of resources. The scene of world technology dominance is decidedly US-centric. In the last fifty years, hundreds of American startups have scaled into companies valued at more than $10bn, versus just 14 in the European continent.

This disparity prompts a pressing question: As the competition for tomorrow's sectors like AI, semiconductors, and quantum computing, what is the EU positioned? Most analysts agree it is largely a two-horse race involving the United States and China, with Europe starting at a significant handicap.

Root Causes of Europe's Innovation Gap

Several key reasons explain this innovation chasm.

  • Venture Capital: The US boasts a much more robust and agile system for financing new ventures. Europe still lacks a genuine unified investment market, a factor that limits the growth potential of emerging companies.
  • Bureaucratic Hurdles: Excessive and fragmented regulation hinder Europe. A American entrepreneur can launch a product under a single regulatory framework to access a market of over 330 million. The EU, despite a bigger population size, is split among 27 separate systems, creating significant internal barriers.
  • Mindset Differences: Attitudes toward entrepreneurial failure vary greatly. In parts of Europe, business failure was historically met with penalties, whereas in the US, it is often considered a valuable lesson.
  • Military Investment: The United States enjoys a tightly woven innovation pipeline linking defense and academia. Europe's long-term lack of spending in defense has weakened its capacity for breakthrough innovation.

A Path Forward: Grounds for Hopefulness

In spite of these hurdles, one can find reasons for hope. European leaders are increasingly aware of the severe threat and have started to propose substantial change. Key analyses on European competitiveness and the single market point to the necessity of major reforms.

With the right incentives and regulatory reforms, these assets might enable far greater levels of commercial innovation.

Europe still possesses significant strengths: high-quality workforce, top-tier education systems, and world-class research institutions. Coupled with a large internal market and substantial household savings, these elements have the potential to trigger a surge of investment and entrepreneurship.

Crucially, even if the EU does not take the lead in creating cutting-edge tech, it can still significantly increase productivity by implementing and tailoring advancements from other regions.

An Inflection Point

The European Union now stands at a decisive crossroads. To paraphrase a famous line, decline often happens "slowly, then all at once". To date, Europe's technological decline has been steady. But, if it fails to take bold steps to address its structural weaknesses, today's gradual weakening could give way to a rapid and permanent loss of world influence.
